It's because of the ISP's recent EnhancedWhitelist agreement with Goodmail to institute what MoveOn calls an "email tax. MoveOn.org is accusing AOL of threatening "the very existence of online civic participation and the free Internet as we know it.
Adding to the confusion, AOL changed its plans in mid-stream, first announcing that their enhancedwhitelist would be discontinued by the end of June, and then backpedaling and saying that was only one of many possibilities.
